| Delegates, Somalia does not suffer only from piracy. This topic asks for the creation of a stable government to guarentee SOCIAL and ECONOMIC security in the country. Certainly, measures regarding the piracy issue need to be dealt with in resolutions and dicussed upon in caucus, but this is not the only thing to be debated about. Yes, it is probably the social security issue of greates magnitude, but Somalia is a failed state, and it wasn't piracy alone that put Somalia in present deplorable conditions. Lets talk about economic relations, social aid (infrastructure, education, sanitation, and some other basic needs) and diverse issues that are part of Somalia's reality nowadays. | |

| Japan is deeply concerned about the continuously deteriorating security situation in Somalia. Japan government urges all parties and combatants to respect the rules of discrimination in order to protect the civilian population. The major problem that the country faces today is that their is no central government in Somalia. The United Nations should involve more in the conflict, specially concerning the creation of a stable Somali government. Japan government welcomes the commitment the international community has shown in the past months to promote stability in the country. The ongoing situation in Somalia continues to be a severe threat to the international community. Japan government congratulates the United Nations Security Council resolution 1744, which authorizes the African Union to send peacekeeping troops for a period of six month to Somalia, which later would be replaced by U.N. Mission. | |
