Question of: Palestinian Right of Return
The Delegation of China, fully supportive in the creation of a Palestinian State, reaffirms that the action taken in the General Assembly Resolution 181 was a violation of basic humanitarian rights and should not be taken any further. Also, China is aware that only 170,000 refugees have not acquired a new citizenship, and are still considered refugees by the UNRWA. The Chinese delegation also emphasizes the fact that only 10% of Palestinians would be willing to return to the newly established nation. Fully alarmed by the problems surrounding this issue, China has decided to maintain a position in which it will support the creation of a Palestinian state, following the borders previously established in 1967 before the 6 Days War to separate Israel and Palestine. When doing so, China is also encouraging for the transformation of Jerusalem into a international territory monitored by the United Nations and by a assigned country’s troops, in order to maintain security over this territory and so Jewish, Muslim, Christian and as a matter of fact, cultural interests and protection are maintained throughout the territory. The Chinese nation is also proposing the modification of the UNRWA’s refugee status, that currently state that refugees “are persons whose normal place of residence was Palestine between June 1946 and May 1948, who lost both their homes and means of livelihood as a result of the 1948 Arab-Israeli conflict(…)and descendants of the original Palestine Refugees are also eligible for registration”, since it is very broad and only makes the number of refugees larger. The modification of this will be that Palestinians with new citizenships will no longer be considered refugees, since they are not in need of the UNRWA. Those who have not acquired such things will still be considered refugees. By doing so, China is positive that the number of refugees will descend to an extremely smaller amount and it will facilitate entry of Palestinians in to their new formed state. The delegation also recommends that the countries that recognize srael as a State pay reparitions to the UNRWA in order for investments to be made in terms of the re-establishment of refugees. China is fully supportive of the Palestinians and the creation of their new state, and would like to demonstrate their efforts in this resolution is in best interest of creating a new state and maintaining the Israeli state. As a developing country that has charted its own path toward progress and modernization and a country that is free of colonial taint, the Chinese nation would like to reaffirm their support in the creation of this new Palestine state.
